cabal 2.2 user config migration drops some fields

I previously had haddock-options: hyperlinked-source
but then that got dropped by the update.. this seems like something that could be fixed, is a regression (granted i was able to recover it from the .backup, but still)

Proper user config migrations are not implemented yet, this depends on exactprint for config files.
