PR #20609 introduced a way to get pprof files from Vault without needing the handler. We have found that the need for environment variables to use that feature was too restrictive and caused several missed opportunities when debugging issues live. This PR lifts that requirement.
I've also added CPU profile support which was missing from the first iteration.
