Reapplies the changes in GoogleCloudPlatform/magic-modules#11154 that were accidentally reverted in the merge commit from 6.0.0 into main

Release Note Template for Downstream PRs (will be copied)

sql: removed `settings.ip_configuration.require_ssl` from `google_sql_database_instance` in favor of `settings.ip_configuration.ssl_mode`. This field was intended to be removed in 6.0.0.

Derived from GoogleCloudPlatform/magic-modules#11549
