Add an advanced users' guide

In a similar vein to Using GKE with Terraform, I'd like to have a place to store some more "advanced" configuration including the https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/project_service_identity resource. In addition, things like:

• project service & establishing dependencies
• IAM resource granularity

Note that this would be helpful for surfacing evergreen information about reducing quota usage, particularly for google_project_service. Spelling out the implication that managing hundreds of resources within a single config means hundreds of API calls every refresh & advising users to split up their project factory configurations into multiple pieces, for example.
