Skip `scheduled-pr-reminders` job on forked repos

Details

Currently the scheduled-pr-reminders job will be kicked off daily on any forked repos that contains the workflow config. We should only run it for https://github.com/GoogleCloudPlatform/magic-modules. I think this can be simply done by following https://docs.github.com/en/actions/using-jobs/using-conditions-to-control-job-execution#example-only-run-job-for-specific-repository
