E2E: isolate Consul namespaces

Our E2E tests don't isolate Consul namespaces to that test, which can run into conflicts on the HCP infrastructure from https://github.com/hashicorp/nomad/pull/12267. This isn't likely to be an issue in practice but it'll be annoying for developers when it does happen.
