Once this is merged there's one place in consul-enterprise that will need to also pick up
SerfDefaultConfiginside the network area code, that's why that function is exported.Also, please review the Serf side as part of this as I committed it over there already to speed up this change. The unit tests aren't vendored but can be found in hashicorp/serf#492.
