Implement ReconnectNodeCount for pull reconnect model #11618

Description
ReconnectNodeCount is a mechanism to count number of nodes transferred during reconnect, number of redundant transfers, and so on. It helps estimate how effective reconnect implementation is. This ticket is to support this mechanism in the new pull-based reconnect model.
