Jira/todo writeback is a no-op stub — SeededWorkItemWritebackLive always returns "Append-only write-back is not configured". There is:

• No Jira API client
• No Todoist/Linear adapter
• No MCP integration
• The test mock says "Atlassian MCP is unavailable" — aspirational only.

Expected Outcome

• At least one real writeback adapter (Jira, Linear, or Todoist) with working integration
• Writeback stub replaced with actual API calls or MCP integration
• Seeded work items can be written back to external trackers
