I am trying to install python-can on linux and I am getting below error

Well, this obviously shouldn't happen. I also can't reproduce it (Ubuntu 20.04, Python 3.8).

Please add more information about your platform. Please check if it is reproducible with pip install https://github.com/hardbyte/python-can/archive/develop.zip and pip install https://github.com/hardbyte/python-can/archive/felixdivo-patch-update-ci-tools.zip.
