Re-opening PR from a branch on upstream to test CI.
Adds ability to manually trigger test jobs in the pr-test workflow:
Adds RunPod cleanup step to individual jobs for additional protection against stranded pods.
Also moves around some job dependencies so that only a single approval is required for the entire workflow to run--before, each round of completed jobs required subsequent approvals.
