DR: Add decision record for Pull Request Slack notifications

Overview

We need to create a Decision Record to document why we instituted PR notifications on our 311 Data engineering channel, so that new dev leads understand why members requested this Slack feature.

Action Items

• Using template in wiki page Decision Reocrds on Solutions Adopted, create a new page: "DR: Slack Channel Pull Request Notifications"
  • add description of what is a Scheduled Reminder for Pull Requests
  • document "the rule", which motivates the need for this Slack feature
• Add a link to this new page onto the main Decision Record page's listing
• Add a link to this new page onto the Decision Records Adopted page's listing
