feat: migrate to typescript-eslint/utils 6.x (#71)

BREAKING CHANGE: Dropped support for ESLint v6 and Typescript v3.7.5, please make sure to use at least ESLint v7 with Typescript v4.2 or downgrade to a previous major version.
