- Add PR title validation using commitlint to enforce conventional commits format for PR titles (since squash merge uses title as commit message) - Add 'edited' event trigger to re-validate when title changes - Make quality-checks depend on pr-title validation - Remove merge-queue.yml workflow (not available for personal repos) - Remove MERGE_QUEUE_SETUP.md documentation
