encoding: cleanup up docstrings in `Compressor` interface around `DecompressedSize`

Currently there is a trailing mention of DecompressedSize in the Compressor interface. This doesn't make it to the godoc. We need to decide if this needs to make it to the godoc and if so, move it around appropriately.
