Expected behavior:

If a user is in a locked access request they can drop that access request and continue back in their default session.

Current behavior:

If a user is in a locked access request they have to log out to resume their UI session.

Selecting switch back you get access denied.

1. A user assumes a access request
2. Lock that access request by another admin
3. User attempts to drop access request
