Expected behavior:

in an RDP session, it should be possible to scroll in a remote window using the mouse wheel

Current behavior:

rotating the scroll wheel does nothing. the remote machine is a windows server 2022 21H2 (build 20348.2655).

Bug details:

• Teleport version: 15.4.17 (also tried on 15.4.6, 15.1.10, 16.0.1, of which I had binaries lying around)
• Recreation steps: connect to a windows desktop, open the start menu, scroll using the mouse (or scroll in any other scrollable area)
• Debug logs: nothing gets printed during scroll
