Predicate linter config file location:

1. In the current working directory.
2. If not found in current working dir, then search recursively in the parent directories.
3. CLI option for config file path predicate lint --config=path.yml
4. All of the above.

I think option 1 and 3 are dependable ones because option 2 can result in conflicting config files?
