Enhancement: add a way to easily navigate dashboard panels in the scenes dashboards

Problem

When viewing a dashboard with very high URL cardinality (such as when they contain individual query parameters) it takes a long time to scroll past them all to be able to view the logs.

Video of a scripted check dashboard. It takes 7 - 8 seconds of constant scrolling to view the logs beneath the URL table.

Completion criteria

Please explore options of how to improve the user experience in this scenario. Possible solutions include either (or both):

• Adding a collapsible toggle to each dashboard row
• Adding anchored skip links to the page which 'jump' to the content
