logcli: Respect --quiet when tailing #4124

Description

The --quiet flag is respected for printing how labels are shown when querying but not when tailing:

if len(q.IgnoreLabelsKey) > 0 && !q.Quiet {
log.Println("Ignoring labels key:", color.RedString(strings.Join(q.IgnoreLabelsKey, ",")))
}
if len(q.ShowLabelsKey) > 0 && !q.Quiet {
log.Println("Print only labels key:", color.RedString(strings.Join(q.ShowLabelsKey, ",")))
}

vs.
if len(q.IgnoreLabelsKey) > 0 {
log.Println("Ignoring labels key:", color.RedString(strings.Join(q.IgnoreLabelsKey, ",")))
}
if len(q.ShowLabelsKey) > 0 {
log.Println("Print only labels key:", color.RedString(strings.Join(q.ShowLabelsKey, ",")))
}
