Move misplaced recent changes in changelog to Loki Enhancements (#9137)

**What this PR does / why we need it**:
Some changelog entries were misplaced into _Promtail Enhancements_
instead of _Loki Enhancements_. This PR fixes this by moving the items
to the correct section.

**Which issue(s) this PR fixes**:
Fixes #9042
