Add yoshi-python group to CODEOWNERS

PR approvals by non-Google maintainers should also count towards the required reviews threshold, and most of them (all?) are members of the yoshi-python group. This group should thus be added to CODEOWNERS, similar to the agreement for the Python Pub/Sub repo.
