enable owlbot on this repo

Owlbot isn't sending us any PRs for template updates.

Note: we'll need to change our multi_scm "name" in the Kokoro config to use the repo name "python-bigquery-dataframes" instead of "bigframes" whenever we make that change.

Turns out I can't enable it.

I will try to run the templates locally with Docker, though.

I believe this is fixed by #23
