This can be merged but the change will be rolled back because the source of truth for .kokoro/docker/docs/requirements.txt is https://github.com/googleapis/synthtool/blob/master/synthtool/gcp/templates/python_library/.kokoro/docker/docs/requirements.txt

The plan is to move .kokoro/docker/docs/requirements.txt off of Github similar to what we did in googleapis/synthtool#2035
