This PR updates linkinator.config.json to skip the @google-cloud/spanner npm registry link. This resolves the persistent 403 Forbidden errors currently breaking the docs test in CI.

The Issue: The docs test is failing with the following error:

Error: Detected 1 broken links.
 docs
   [403] https://www.npmjs.com/package/@google-cloud/spanner
