Speech system tests broken

It's been 20 days since this has run (since logging, bigquery or monitoring have been failed every build)

The system tests stop running at the first failure? That seems problematic. I do the following when I run these system tests in the Google internal CI system that starts with K:

@duggelz It's a bit of a problem but in the next one or two weeks we'll be splitting up this mono-repo and it won't be relevant any longer. (Thanks for the suggestion though.)
