BigQueryStorage is upstream of BigQuery (BigQuery has a dependency on BigQueryStorage)

However, BigQueryStorage has an implicit dependency on BigQuery (testing dependency): https://github.com/googleapis/java-bigquerystorage/blob/1fb3fa165648f922e74453bdbe631e627b6d82f6/pom.xml#L151-L162

This has an implicit circular dependency between the two libraries
