pip install fails in google colab

The installation with the `pip install "git+https://github.com/google/uncertainty-baselines.git#egg=uncertainty_baselines"` command fails when run in google colab because pip doesn't find the following package and version `tfds-nightly`

`ERROR: No matching distribution found for tfds-nightly==4.4.0.dev202111160106`
