Bug Description

When user open KMW panel and deselect all the KMW then both 'cancel' and 'Apply' CTA's moves to next line.

Steps to reproduce

1. Setup KMW.
2. Open KMW selection panel.
3. Deselect all the widgets.
4. Notice footer.
