Bug Description
As reported by @10upsimon in Ads Module Bug Bash:
If a user has an existing GA4 ads conversion ID value, but they clear said value and save, they'll (incorrectly?) see the migration notice in the GA4 settings area for a brief moment when editing settings. If they were to attempt to follow the CTA link in that brief moment, they'd navigate nowhere as the Ads module would still be disconnected.
