Bug Description

While testing #7738 I noticed a very minor UX/UI issue on the admin menu tooltip. The tooltip appears a few pixels away from the 'Settings' menu item on mobile viewports, as you can see in the screenshot below. It would look better if it appeared a few pixels closer to the menu item.

The tooltip appears in a few different places, i.e. when you click on 'maybe later' on the AdSense CTA, or Adblocking Recovery and Enhancement Measurement banners.
