Seeing quic_bug_12724_4

I sometimes see quic_bug_12724_4 thrown when stress-testing with lots of writes.
I posted this to fails-components/webtransport first: fails-components/webtransport#442

To repro, I run this with node (on my DigitalOcean dedicated droplet, "CPU-Optimized", "Regular", smallest size, Ubuntu 25.10) and then join it using a different machine (Windows PC, Firefox or Chrome browser), check that browser says "connected" (not "connecting"), and wait a few minutes (on average) to see the server console logging the error multiple times.
