Converge OSV-Scanner OSV-Scalibr feature set

OSV-Scanner should be able to support all the features provided by the OSV-Scalibr library. Here are the currently missing features:

• Detectors
  • Secret scanning
  • Individual CVE detectors
• Enabling individual plugins / extractors
