Can't CC all emails on issues.oss-fuzz.com #12945
Description
We've been dealing with some issues with CCing certain emails in our new issue tracker at https://issues.oss-fuzz.com.
The resolution to this likely looks something like creating a separate google group for each OSS-Fuzz project. This group will be populated with the emails specified in project.yaml.
Then, when we file issues, we'll CC the group instead of individual emails.
Note that there was a previous partial fix that didn't end up working in all cases (#12536).
