Use documented unassigned syscall numbers in tests - #15458

Conversation
Make the bad-syscall and seccomp tests build when ARM64 headers do not define __NR_arch_specific_syscall. ARM64 switched to generated syscall headers in [1]; use the documented reserved slots instead of that marker. Preserve the ARM64 choice and select an unassigned RISC-V slot, avoiding its now-implemented riscv_hwprobe syscall in the ENOSYS test. [1]: torvalds/linux@e632bca07 Assisted-by: Codex
