The module fetcher stopped at the first recognized filename. It missed split grants such as go-udiff's LICENSE-BSD and LICENSE-MIT [1], and complete grants embedded in README files such as overflow's [2]. Discover root license notices by name and classify each separately, combining their license IDs. Use README documents only when no primary notice exists, and continue to reject unrecognized notices.
