Add additional functionality for enterprise budgets #4408
Description
The enterprise budget "Get all budgets" REST API supports pagination but the current implementation of the ListBudgets function does not have this functionality in place. Also their is currently no function that corresponds to the "Get a budget by ID" REST API endpoint.
I plan to implement the updates myself.

@gmlewis the PR that was merged did not implement a GetBudgetByID function, which I mentioned in this issue. Should I open a new issue for that function? I wrote the code for these but am waiting on my employer to sort out the CLA before I can submit.

Oh, I apologize for the misunderstanding. I'll reopen the issue and you can send a PR after you get the CLA issues sorted out.
