This PR creates a method to generate attributecerts. It is very limited in functionality at this point, just providing the bare minimum to allow creating of attributecerts for testing.
This will mainly be used for testing. It is added to the existing attributecert package as it uses the private structures, rather than a test-only package, eg (testattributecert).
Tests mainly focus on errors in the generation of the attribute cert, but there are also some tests that focus on coverage of the parsing, which may be limited given the small number of test files currently used.
