Installing gapid.apk can timeout if app verification is enabled.

This is especially noticeable when running debug gapid.apk, since it can take quite a while for it to verify.

We should be able to work around this with a to extend the timeout period on the verify:
```
adb shell settings put global verifier_timeout 10000000
```
