child_item_ids fields are no longer used in the backend following the restructure. We move them from the C++ IR to the Clang `Invocation` as they are now only used as an internal implementation detail in the importer. This finalizes the cleanup needed for the IR restructure in[] PiperOrigin-RevId: 941201400
