Include CEL Policy Compiler in next release's jar

Customer reported that CEL Policy compiler is missing in the maven central published jar

@l46kok I'd like to use the policy compiler for https://github.com/camunda/camunda too. Do you have a rough estimation when it would be available on maven central?
