Request permission to create a compatibility branch for PyTorch ARM64 build patch.

Hello XNNPACK team,

I’m from Microsoft and have recently been working on ARM64 build support for PyTorch. I submitted PR #10528 to address this:

I noticed that PyTorch currently depends on XNNPACK commit 51a0103. For compatibility with PyTorch, I would like to create a new branch based on that commit and apply the patch from PR #10528 to it.

Would it be possible to grant me permission to create this branch, or could someone from the team create such a branch for this compatibility patch?

@chinazhangchao Hi, I'm one of the maintainers on the pytorch side for the XNNPACK dep. I'm currently looking at bumping the version. Do you know if you leverage any XNNPACK-specific functionality in PyTorch core (prepacked quantized operators or mobile)?

Hi @GregoryComer, thanks for your notification. I don't leverage any XNNPACK-specific functionality. Our current goal is to ensure PyTorch parity between win_arm64 and other platforms in terms of XNNPACK-related features, and would have no concerns as far as they match.

I saw that in your pr (pytorch/pytorch#187958), the bump version is three weeks ago. It would be great if you could include my win_arm64 PR (#10528) in your bump version. Thanks!

Do we have a timeline for the XNNPACK version bump?

Btw, I'm wondering what's the reason of this bump given it's still OFF globally in PyTorch?
