We want to test the NPM release bundling on preview and nightly builds before applying it to the latest (stable) release.

Currently, the bundled CLI preparation step is applied to all releases published to the standard NPM registry. We should update the GitHub Actions workflow to exclude the latest tag so that stable releases remain unaffected until we've fully verified the bundled artifacts in pre-releases.
