Footer: Display Model Usage % #16754

Add a model usage percentage indicator to the CLI footer.
It should show the current session’s usage for manually selected models, mirroring the per-model breakdown in /stats, so users can monitor usage at a glance without interrupting their workflow.
I also put together a working example in #15826
Why is this needed?
Right now, model usage details are only visible in /stats, which interrupts the workflow. A footer indicator would provide continuous, real-time visibility into usage when switching or using manual models, helping users manage quotas/limits and work more efficiently without repeatedly checking stats.

We actually do support this today, but it only shows up when usage drops below 20% left.
My PR #19001 will allow more customization to the footer. Such as always show quota percentage remaining for daily limit.
