Add Python 3.13 and 3.14 wheels

The PyPI includes wheels for 3.7 to 3.12 however is missing more recent versions.
@saran-t Could you add 3.13 and 3.14 wheels please
As Labmaze is a dependency for DmControl, it requires installing labmaze from scratch

This might require updating the bazel version from 5.x to 6.x or 7.x

I run into the same building issue with labmaze while trying to install lerobot for python-3.13.
