No compatible package versions

Nothing seems to work with arm64 macos11+. There's no tensorflow-text 2.13.0 wheel for arm64 macos11+. If I switch to tensorflow 2.17.0 that does have an arm64 wheel, tensorflow-macos is no longer compatible because that only goes up to 2.16.2. If I revert tensorflow back to 2.16.2, tensorflow-text is no longer compatible since 2.16.1 would need to be used...but that doesn't have an arm64 wheel.

Please advise.
