Switch from Slicer license to an OSI approved license like Apache 2 or MIT #1

While the Slicer license is a BSD-style open source license that is broadly compatible with the Open Source Definition by The Open Source Initiative and contains no restrictions on legal uses of the software, it is not OSI-approved1.

In light of this, for new developments, we recommend using OSI-approved licenses like Apache 2 or MIT for new developments.
