terminal: stop using terminal.integrated.shellArgs and custom shell detector

Go extension is using terminal.integrated.shellArgs
[as a workaround for https://github.com/microsoft/vscode/issues/99878 (code).
This setting is now deprecated and we should stop using this.

And, as part of the fix, first verify if this kind of workaround is still necessary.
