x/pkgsite: deploy/worker.sh depends on docker, which gcr.io/cloud-builders/gke-deploy no longer provides

https://cs.opensource.google/go/x/pkgsite/+/master:deploy/worker.sh depends on docker, and runs inside of gcr.io/cloud-builders/gke-deploy. But as of GoogleCloudPlatform/cloud-sdk-docker@d297846, new versions of gcr.io/cloud-builders/gke-deploy no longer include docker.

For now we can pin an old version of gcr.io/cloud-builders/gke-deploy, but eventually we'll need a real fix.

Two possible fixes, assuming the root cause is https://go.googlesource.com/pkgsite/+/refs/heads/master/deploy/worker.sh#30:

1. Add a step to https://go.googlesource.com/pkgsite/+/refs/heads/master/deploy/deploy.yaml that runs the cue docker container and writes the output to the shared directory. (Easy, if it works at all.)
2. Replace cue with something less esoteric, like sed or Go templates.
