What version of Hugo are you using (hugo version)?

$ hugo version 
 v0.63.2-934EE21F

Does this issue reproduce with the latest release?

Yes

There was a bug on go <= 1.13.5, that causes problems on windows containers running on hyper-v golang/go#35447. It was solved on 1.13.6. Could you please update to the latest go version?
